We Can get back-links from various blog,forum site but all of the sites are not permanent. Almost 30%-40% blogs are closing or deleting by Google so we should go for multiplication and stable site thus we can get back-links permanently. As we know government site is permanent forever so it is best way to get back-links from that sites.

Almost all government site has own forum to discuss about national issues. So you have to sign up with that government site and leave your blog link after making any discussion or making any comments.
